OP, you would have shared the link having this information to further buttress your point so that some of us could see  how well detailed  the whole story is.
It something of great importance for the Brazil government to adopt the use of Blockchain to enhance their citizens identification and information digitally.
Because adopting this method, will really help in improving the security architecture of the country, fraud cases, theft and other crimes will be nipped in the bud, using this technology. So the government did a wonderful thing in adopting Blockchain technology.
Gradually it will get  to the African continent, but then Africa still needs to put some certain things in place, like accurate data of her citizens and good electricity too to enhance the adoption of Blockchain technology just like Brazil is doing.
I googled it and it's a private blockchain (b-Cadastros) by Serpro. I don't see how and what issues this would be fixing, but i am guessing that this is just another pilot program that will coexist next to current digital id authentication system. At least in Finland we have several ways to login with our id safely. Easiest being authentication system provided by banks.

And once again, it's private, so i am assuming their current system must suck, if there needs to be another corporate to help with authentication. And i see huge issue with privacy on this, as online privacy laws are rather new thing in brazil, i am i am assuming it's full of loopholes for Serpro to monetize.
