There's only one problem with this cock fighting gambling events especially on Philippines since the government ban this activity that's why its not accessible to majority of cock fighting gamblers as of the moment. To many irregularity happen and crimes which is still unsolved that's why this industry has been shutdown by government since they don't see any good relevance that this will stay since it cost to much damage to the person who gamble.

Most traditional gamblers would provably support it but they need to go on physical places like cockpit arena before they can gamble since they cannot seek legal sites offering this. I guess this is better action done by government since this is rampantly endorse by anyone and we see a lot of unfortunate stories happen due to gambling addiction towards this cockfighting events.
Its not been totally banned but rather they are pertaining into those illegal operating places on which cockfighting is been held.We do know that there really that arenas which are legal which cockfighting gamblers or enthusiast would really be just simply going there and would really be neither be tending to make out some bets or would really be making their roosters have some fight.In speaking about license or permit

Which does simply means that it is really that been allowed or something that not that banned but only needing up some permits or license for them to operate.
It would really be just that so normal that if the government would really be implying those permits then of course those operators needed up to follow.
Any operation which it didnt get in line with government laws and regulations would really be always considered illegal and something that could really put you up in prison.
This is why it is really just that important on seeing this kind of consideration.

Cockfighting is allowed in the Philippines as long as they have the license and comply with the regulation.  E-sabong or online cockfighting is banned because of the scandal where many people where kidnapped and probably murdered since these people are still no where to be found.
