I didn't already know but it wasn't dark yet here when he posted it (so right away, I decided 5 or 6 time zones east and so I ruled out anything east of France), the architecture combined with the cathedral in the center of the image made me think it was in Europe also.  Obviously it was coastal, the needle was something to hone in on and I figured he was on a boat or a pier... then I made out the ruins in the far left of the image which appeared to be in the water near the needle.  I don't remember my exact search term but I found an image of Brighton that looked a lot like Fillippone's and then I went to google maps to Brighton to have a closer look.  My wife and my youngest daughter love helping out - it's fun for the whole family and also a learning experience.  Unfortunately, someone always wants to travel to these places once we "discover" them.
