Tottenham, Manchester City, and Liverpool are Arsenal's main rivals for the Premier League title this season. Arsenal will need to perform better and remain unbeaten than the aforementioned teams if they want to win the PL title of 2023/2024
Yeah that's true but in as much as Tottenham is still the first on the table I don't really see them as a big threat for arsenal team but however the major threat I'm seeing them have is Manchester City and Liverpool because even considering there performance whenever Arsenal meet either Manchester City or Liverpool is always tough on them.

But with the injured players of Manchester City there performance will still be a bit low and if arsenal should maintain there performance and Saka coming back from the injury there chances of consistent wining will be very high because Bukayo Saka is one of there key player that his absent could be easily noticed, but however without Bukayo Saka coming back, it will be very difficult for any player among them to play the role of Bukayo Saka.
If we look at the performance of these four teams now then all of them have the same chance of winning the title, even though Tottenham are now at the top of the standings but I think that is not an excessive advantage because it is still early in the season and the difference in points is still very thin for several teams in top of the current Premier League standings.

This season's journey is still very long and what is needed is consistency, that is what is very difficult for the team to maintain, if you look at the strength of the team I think Manchester City, Arsenal, Liverpool and also Tottenham do not have a significant difference, they are all strong teams strong.
The four teams like you rightly stated looks equal in strength but they actually are not Tottenham luckily got to the top of the standing most probably because they are yet to meet teams equal their strength, probably after a meeting with either city, arsenal or Liverpool then we can testify for sure if they are really good enough to stay at the top of the standing long enough.

Consistency is the only factor that can keep the spurs at their current position long enough to probably win the league title if the opportunity probably avails itself. But I think after this international most likely teams at the top will be displaced and others take over, thereafter we can be sure to know if they have the Chance of becoming the champions of the league but it's way too early to give judgment by their present positions.
