I would bet this will have no impact over the business of the way they operate, it is not like the remaining partners will decide to turn their shady casino into a legitimate one after one of them passed away. It would not make sense and I would imply that person who passed was the only one responsible for the selective scam so many gamblers suffered.
This is not a problem which is centralized in a simple person in a position of power, it is a practice which sadly has become frequent in that casino because they have realizes they can get away with it with minimum consequences, after something like theft gets normalized in a organization, it spreads a malpractice in all levels: from those in the top to the footmen in the front line scamming gamblers, all of them are guilty.
