I have to struggle so hard to bring out your true intention on this comment,  most especially this part and I will suggest you edit this part not to make your comment being read out of context by those newbies who may not have their own opinion or experience in the forum,  because leaving this part of your comment at it original shape it make it look as if you are saying that the manager is among those spamming the forum.

Meanwhile, while you intend that he had long-term experience and involvement on the job to spot signature spammers or other spammers around the forum because I also have the same confidence in the manager that he will do a great job of bringing the best participants on board the signature even though the weekly budget is really low.
