Dont spread a hoax please LOL, I would have submitted the entry if I hit the 1000x and I can sit relax until the end of the contest as I do not need to chase more. 
I think the one who hit it earlier is not from bitcointalk, because he should have submitted it for the bonus prize which is given to those who submit it first.
The bonus for the 1000x is nice so I do not think someone who hit it will submit it as soon as possible and there is no reason to keep it and submit it later because he will lose the bonus prize in case there is other who hit it later but submit the entry earlier.

If they were someone outside of Bitcointalk, the participants got a chance to climb up the first position. Crash is not an easy game. If someone is looking for a specific multiplier for a long time and does not hit it, they can easily lose their entire bank roll.
