Managers don't just pause a campaign when the escrowed funds run out, they first of all try to reach out to their boss, that is the one or person or company he or she is working for, the actions or what the company says is what determines the next line of action the campaign manager would take.
This should depend on the T&Cs of the campaign to be honest. If the manager is the one recruiting, making payments and saying he has enough funds in escrow, then participants have every right to not even care who the advertiser is and demand any money due from the manager.
If the T&Cs are not clear and the escrow funds get depleted, the manager should properly inform participants of the situation and let them decide if they want to accept the risk and carry on.
