You don't have to localize the site because it is already localized so you only need to make the site general for everyone to participate. As it is, it is only the local language users can participate because people like us do not understand anything there. And the thread is in general board. If I were you, I won't wait for any near future but I would have add the general language right now. Just the language and nothing more for now. Then later you can add more features to it.
