OP is buying an aged Paypal account, for $25 he sent it first then he was blocked, I noticed on their conversation the scammer posted the word

do you have a prior transaction before this, all I know is selling and buying Paypal account is a violation of Paypal TOS, its better to include the scammer's profile and his service thread here for awareness, lets see if he is going here to address this.

This scammer hails from Bangladesh and, upon receiving the payment, not only refused to provide me with the account but also fabricated a reason, claiming that I was from Pakistan. They exploited the historical animosity between Bangladesh and Pakistan, insisting that I must furnish identification to prove that I am not of Pakistani origin before they would proceed. When I requested a refund, they resorted to threatening me. Their behavior was utterly deplorable, and they relentlessly sent threatening messages on Telegram.
