Banks are not associated with cryptocurrencies so banks can't do anything whether it is a scam or hack unless there is concrete evidence that proves crypto is converted into fiat and the banks can confiscate the stolen funds.

Crypto transactions are irreversible so the recovery service you are talking about doesn't looks to be a legit and keep that in mind if they ever ask to pay a fee upfront then it's safe to assume the recovery service itself is a scam. If not then there can't be any further damage can be done for you.
