Free suggestion : don't waste your time with this person, just check his trust rating and post history, beside extorting money to his users he is the queen of complainers.
I've read his feedback ratings thanks. I don't want to take risks by wasting my time so if I'm getting some payment in advance I'll work for him or else won't. What I'm trying to avoid is accepting deals to work on projects but don't get paid. He says he's talking to a dev so I'll have to wait.
