I never experienced any of these, is it that it only had to affect some users and didn't to others?

There's no how you wouldn't have been on the forum over some months now but see this happening, why you may nit experienced such is when you're probably not online to see this happening, but for those that have been active and regular being online on the forum, they would have had several encounters on this and it means no harm than the normal upgrade sometimes, you also have to take note of these that onces it's something that has to do with the forum, anyone being online as at that time will have to experience the forum inaccessible for that period, though it may not last.

I can't still point out why this is really happening, if I'm not mistaken it has happened like 4-5 times this year and is like nothing is being done or is this just something we don't need to panic about?

There's nothing to panic about, i can remember the last one that happened, Theymos address it and talked that it wasn't as a result of any upgrade from his end.

This topic of Bitcointalk is/was down sometimes scares me, would really like to know if this is just a minor technically issue that users shouldn't be scared of and is like a normal thing that happens each year, I don't get it? But why?

Don't panic, expect network glitches atimes aside the normal upgrades on the forum softwares.
