it actually says if a service is defined as a CEX then it needs to be regulated.. it does not say all services need to be defined as a CEX

If a store accepts bitcoin and does not keep them in a regulated exchange, it can be considered "obfuscation of destination".  If you swap bitcoin for an altcoin and then the altcoin for bitcoin, it can be considered "obfuscation of destination".  If you move your bitcoin across your wallets, it can be considered "obfuscation of destination".  Anything can be considered to obfuscate unless you report all of your transactions to the government or do everything inside a regulated CEX.

no it does not..
try to read things properly from the source not some bias blog post wrote by someone that sounds like tinfoil is crackling on his head

and oeleo giving you merit for your nonsense is more signs of the blind leading the blind and not actually caring about or discerning what laws rules and regulations actually affect and instead what some idiots want t  echo chamber group-think it means in some psychotic confirmation bias, so they can explain their paranoia need to take more narcotics to fuel more paranoia

a retailer does not need to store funds in a CEX. self custody is not even discussed as crime or act of obfuscating of destination.

mixing however is a different service to a merchant/retailer.. learn the difference.. it will actually help you. if you can learn the difference you can then learn how to offer services that do not become described as mixing

walmart, bestbuy, 7-11 are not brandnames of payment services.. learn why and how

think smarter, stop thinking of ways to appease the paranoia crowd. they have their own selfish motives of greed as to why they feel mixers being treated as suspicious is harming their income. their greed and incompetence is not going to help you. they wont bail you out if you fall foul to the law by following them. so why follow them. think for yourself of your own security. learn the laws and learn the loopholes to protect yourself, dont pander to the crowd that financially benefit from suspicious services that can end up messing with peoples lives.

think of different ways to do things. there are many. its not rocket science

if new laws say taxi cabs require by regulation to purchase a "medallion".. do the smart thing, create uber
if clothes launderettes require a climate tax.. do the smart thing create steam cleaning service
if soda requires a sugar tax, do the smart thing create diet soda

if a law says obfuscating transactions is suspicious, dont advertise your services sole purpose is obfuscating transactions.

when a drug dealer walks into a corner store and hands money over for produce. the store is not associated with facilitating the proceeds of a crime.. learn why
