Many site have that maximum winning and that is to control the money in the house so they can still afford to pay the gamblers. What you are offering is too good to be true, there is no way for you to make money in gambling with a 100% winning rate, not unless you are the house and you’ll be able to manipulate the data in favor to you. I’m more than willing to pay at least $1 for this, and if you are saying the truth then I can add another $ for this. 
You are right. He is only looking for a way to scam people. Scammers like to use something to attract their victims and it is something like this just in a way that the victim can pay and they can scan him or her. That is just it. From the look of this, experienced person would have known that it is too good to be true and anything that is too good to be true are most likely a scam. I am not guessing if this is most likely a scam but it is just a scam.
