Basically any wallet software can do this. Electrum is the ex-sister one.
A paper wallet is just a seed noted down in a piece of paper.

I advice you to don't use a paper wallet to store large amounts. Unless you really understand what you are doing (which by your questionyou dont look like), paper wallets are not 100% secure.

There are many threads on this forum of users who lost their coins with paper wallets which were not secure.

It is safer just to use a hardware wallet. And use a paper wallet just for experimental purposes
