Is the bill going to apply to American citizen expats the same as it's for residents of America?
It will apply to anyone who interacts with an American based exchange or other service, for now. But we are already seeing other countries start to adopt similar rules, where fully KYCed exchanges will only permit sending and receiving bitcoin from other fully KYCed exchanges. It is quite clear the majority of governments in the world want bitcoin to be entirely contained within a system they have complete power over, and can monitor and control as they desire.
the regulations are not going to deem that a self custody wallet is a mixer. (so stop implying such in your many prior posts)
however regulated exchanges, much like banks. will separately, away from regulations may set their own risk tolerance policies where they dont want to work with certain customers/services
for instance in news this month the UK deem bitcoin legit and usable. but chasebank are declining wire transfers to exchanges due to risk tolerances of chargeback scammers that send funds to exchanges, buy bitcoin but then phone the bank and claim a hacker forced the wire transfer, thus asking for a refund.
so regulated services for many risk mitigations will reduce access to services for reasons outside of regulations.. so your scenario of exchanges only wanting deposits from or withdrawals to only other regulated bitcoin services may flourish. but becareful in your tin foil scripts when exaggerating things into thinking that certain things are some massive attack on bitcoin. try to read regulations and business policies to find the facts and actual events
you keep saying "government monitor" stop it. government politicians are lobbied by banks.. government politicians do not sit at computers monitoring citizens. learn that its the services/businesses that monitor their customers and then risk assess their customer and only report the customers above a risk tolerance threshold
if you can learn what regulations do say. and what they dont. and learn the policies/terms of a business.. you can then learn more from what actually happens.. to then learn how to operate with a system to achieve your goals
