Advise a reliable casino, with the ability to set the amount of maximum loss per week. It should be possible to deposit in cryptocurrencies, it is desirable fast payouts without KYC.

This doesn't sound like a very sane or sensible approach to gambling at all. Most casinos have this sort of offering these days, as promoting responsible gambling is a one of the best things they can do to keep politicians happy and not ban them. However there are so many offerings out there, that even if you put a stoploss on your gambling at one, if you're happy is that impulsive and uncontrolled then you can start depositing at another one within seconds. Unless you pick one that has the stoploss figure you want and then ban yourself from all the other major casinos. Really you just need to get a grip on your spending because it sounds like you are using a very poor strategy right now.
Yeah this also sounds like an unrealistic approach to me,  the reason being that the approach seeks to deprive the casino a lot of revenues which may be against their own operational purpose,  and also the ops made such possible demands due to his own personal interest without minding what the casino may lose from such event and features.
Gambling is money making machine so why would they really care about the limitation of depositing and betting?
I find their way of the setting amount of maximum losses to be a tool to make people believe that they care but really dont, because if does
then there cannot be another addicted gambler but nope, this maybe for them making their look good but the reality is it wasn't their plan at all.

Correct here mate, this is business so why a business owner won't love selling their products?
why they would stop a costumer that wanted to buy or purchase? this is the same as the casino letting gamblers lose more and more.
Yes I don't think any casino will want to do that,  because that will really limit the casino revenue and so the business may possibly close down if such a feature is allowed in the casino,  but then just as I mentioned earlier,  we have some features that are similar to this,  such as self-exclusion but this one gets the gambler totally off the casino to and going as far as closing the gambler account with all the funds in it.

Much more also,  we may not have any of such as wager limits,  because through the wagering there the casino revenue lies and that has helped a couple of times before.
