Yes, that's why it is a business matter for them and that's more favorable for a casino to see players lose and have some players get to win but with small amounts. If they're going to set everyone with a losing limit, there will also be those gamblers that won't agree with that because of how big they are as a gambler. So this is more of a personal preference and just set yourself with a limit.

It is not a secret casinos want to have the biggest volume of bets as possible and setting a limit to gamblers would also limit their volume and income. We could argue that a casino could limit the amount someone could lose according to the deposit of total wager of them, but that would also be unrealistic.
If we take the example of the societies which are considered to be free (specially in the west) those allow people to partake in activities and consume substances which can be obviously detrimental to their health. Everyone knows that eating junk food, smoking or gambling excessively is bad for ones quality of life and yet no one will stop you and set a limit for it, but yourself. That is supposed to be the advantage of democratic societies, one is in control of ones actions and our willpower is king in the direction of our life.
It is completely the contrary case in other sorts of society where there are explicit prohibitions against things we all take for granted, instead on complaining or demanding things which are not feasible for a business model (which has centuries in existence) we should be more thankfully for being members of a country which gives us the chance to be the only ones in charge of our choices.
