It was too much to ask from Kalvin Phillips to be a part of Leeds in the Championship. But he can at least join a team now at which he can find many more chances in the starting eleven. It is very difficult for him to do that at Manchester City now as you have also said.
He is a talented midfielder so he shouldn't just let himself fade away like this. Probably we would see some offers coming to him in even January. But I assume he would like to join a different team more if that team are competing in the Champions League as well.

Manchester City signed him for 49 million euros but now his market value seems to be 28 million euros. They must be aware of the fact that they can't sell him by making any profit from now on. But they would still like to sell him at the earliest opportunity as it seems. Juventus had better benefit from this chance as they might be able to sign him without paying too much money.
If they don't have a better alternative than Kalvin Phillips in mind then they should go for him. Pogba is no use for them and it has always been like this since he joined them from Manchester United.
