Actually it is not ViaBTC impeding me to withdraw, but Electrum. When I enter the amount, it tells me that it is too small.
This error wont show if you just copy the receiving address to your electrum then use to when sending from viabtc wallet. Just like the user above said, probably you're using electrum's request feature.
