It's not really a budget option yet, but fanless laptops exist! It's kinda funny how it took 40 years to go back to what "home computers had in the 80's. To complete the reversal, there are now phones with fans too
From my experience, many low-power (in watts, not in processing speed) laptops are completely quiet nowadays, unless they're under heavy load. So after the IDB, adding 6 blocks per hour on an SSD should be quiet.
