It depends on ToS but casino in general ask the consent of the winner itself before they publish the full details of the winner because they can simply make the winner identity anonymous while announcing that someone win the huge jackpot prize. It will put the life of winner in danger if they will published it without their consent.
I remember some casino has a ToS that publish their customer winning as part of their ToS but only username so no identity reveal. On this case which every info is published on a nationwide scale, I believe there’s something about the casino on publishing winners details.
