big chance the one to blame here is the country and the politicians there than Roobet itself

The information given to Germany's IP addresses is that Roobet's gaming license did not allow the jurisdiction in question. This is not a matter of who is wrong, German regulation, or Roobet itself.
Each country has its own policies regarding gambling regulation, and Casino may currently not have funds or interest within some specific jurisdictions. I remember that Canadian users in this casino are also temporarily migrated to their different sites to meet the regulation needs. It is not an impossibility that in case a lot of German users have interests and the casino researching it will have a good outlook, then surely they will try to adhere to the policies to accept the user.
