I am guessing it was a joke ? I think it was Internet humor at its worst or at least a mediocre attempt to be funny.
It definitely is a joke but it's one of those jokes that someone hopes someone is stupid enough to get behind it. You know those funny GoFundMe projects that's goofy and supposed to be funny but still got funding because it was a meme gold mine? That's like this one too. The best thing to do here is stop trying to think it's a serious stuff and it's just a joke.
