Most of what we're discussing will be implemented from next season - we are not introducing rules when we feel like it.
However - you have to understand one thing - BSFL costs a lot of money to run. We need to be fair to the sponsors, and if we see issues early on (like Division 3B), we need to try and find ways to counter it.
Trofo and myself spoke thoroughly this week on how to remedy the current situation, eventually we decided not to have huge changes mid-season because it would be against the rules. Personally, I was exploring a single, 16-team Division 3 from this season already - but it was impossible to achieve it.
One thing is clear though - if we don't find a way to fix it, people will start losing interest and SB will not be that interested in running BSFL anymore.
It's easy to stand on the sidelines yelling 'not fair', but we as organizers have to have a broader overview if we want BSFL to grow and improve.

As Trofo said - we implemented a failsafe this season. You submit, open the spreadsheet, if your name is there, you're good. If it isn't, something with the forms did not work for you.
If you have multiple Gmail accounts, the form sometimes asks you o confirm the account after you click 'submit'. Maybe that's what's causing you issues.
