The match will be held at Manchester City's home ground in which case Manchester City may have some home advantage, apart from the benefit of home advantage if all other factors are discussed then there is not much difference between the two teams. Manchester City have lost quite a few matches this season against relatively easy opponents so it is not impossible for Liverpool to win against Manchester City. Liverpool have a chance to get 3 points if they can perform well against Manchester City on the field but I am favoring Manchester City to win considering the home ground.
