In my opinion, government-run orphanages already have a budget allocated by the state, so in theory they should be able to support the orphaned children there. If you want to donate, it may be better to donate to private orphanages or those who have financial problems

Apart from that, you must have a proposal and legality as supporting evidence. I don't think it makes sense if you want to donate but ask other people for money.
