Exclusive or not, it is still going to be bad idea to use VPN. I think somewhere I have read they do allow it but it has to be white listed IP and most importantly the country should be fine with gambling sites. Otherwise the player is doomed for sure.

Exclusive mean a dedicated IP bought for himself for privacy reason and you are right that casinos allows usage of VPN but it often used to abuse the bonuses so if someone wants to use VPN then they need to do it right way.

And if the country where the player reside restricts gambling then which itself a no situation so using VPN for that is like a bypass and will be considered as a violation.
Yeah, using a VPN to access a gambling casino from an area where online gambling is restricted is indeed a violation of local law, and also a violation of the casinos terms of service if the casino itself have included that area in their list of areas that they prohibit from joining or using their platform.

So, aside from the above, I see nothing in using a VPN to play on a casino like duelbits if they allow it in their terms of service, just make sure that the vpn being used is not a public one, public vpn is what mostly put alot of gamblers into problems of multi accounting, where the casino thinks a user is using multiple accounts because they see alot of accounts using the same IP address which likely is from a public vpn.
