From this line, it was obviously a scam exchange.
Because no exchange asks fine or any financial related, it might be asking for another KYC verification but not a fine.

If your uncle's friend comes from social media recommending an exchange to use which is pretty common now.  Both of you shouldn't believe to those people offering services like helping to find exchanges that aren't listed on Coinmarketcap.
