Most common abuses are low quality translations due to Google translate abuse, where people "translating" it, are just copy-pasting the entire text into Google translate and post it 1:1 without any changes as a "translated article" for their local board.
And unfortunately, such abuses are very difficult to spot for me or anyone, who isn't a native speaker of that language.
To spot such abuse, we have to rely on local board members to report it.

For decent people like you or other quality posters, a legitimate translation is very common but still, some people are just
- lazy
- greedy to obtain a fraudulent Merit
- lack any language skills / illiterates
