I don't know how to trust Small capitalization projects now because indeed that back in the days , those small caps coins are best as they can go hype easily but nowadays they have been used by scammers to make their projects looks legit with lower caps but ending they are not.

From these people, they don't literally trust a project. As long as they can see some opportunities within them, they're buying it and that's why it's all about the early and potential profit when they're about to exit. It's about the tech? Forget about it, it only applies to Bitcoin and even if there will be new technologies that will roam this market, it's always going to be replaced with something new.
Better to be like that than the other way around and be deceived easily. But this type of people must be the ones you are referring to, on your second sentence. Even though they can say that they are wise to not hold on for too long, that is not enough because like what @kotajikikox said, scammers right now are using the idea of low-cap coins. Imagine if what they get is a scam?
There is no way you can get out with even a small amount with them. You ask if it's about technology? Of course it should be, the basis of all, because this is where a project can survive and became strong. BTC's technology is good but it may be not enough. This is why there are altcoins.

Actually i was able to hit up some gem coins on hitting x20 on first few hours on which it is really that a good call but i could surely say that it is really that needing up some mix of luck
when you are trying out to find for those type of coins. You wouldn't know whether they would pump out or would die and wither immediately on the moment
that they do launch. Its hard to tell imho!
