I think obviously this is prohibited. If we all spam old art works in the hope that they will be evaluated in new contests, then this will not carry any creativity. A new competition means that you need to make new art. And it doesn't matter who spends how much time creating their art works. I'm sorry but only the end result is important.

Though upon checking with their terms, it is not prohibited and probably those participants who want to resubmit their previous artwork just want their art to be appreciated so let's not judge them and let's just wait for the final decision of Roobet team. Most probably they can allow it for now, and made things clear on the next competition.
