HitBTC does not serve US customers, according to web archives from 2019
[1]. But they haven't enforced mandatory KYC during registration for customers (this is their dirty trick to confiscate user funds).
In general, you do not need to pass a verification procedure to start trading via the HitBTC app – your deposits will not be limited in any way.
If you report today you must bring proof of serious violations, for example you caught them serving US customers. Based on the laxity of KYC, this kind of violation is possible.
