Chelsea still have a chance to win a title this season despite having a really bad form meanwhile. I mean the EFL Cup title by the way. Because they have reached the semi finals and they will probably won't have big issues against Middlesbrough as well. However the main threat there will be Liverpool as they would also eliminate Fulham to reach the final stage. 
I would expect Liverpool to be as determined as Chelsea to win this title honestly. Because Klopp is also trying to make a big progress after an inadequate level of performance in the last season. But let's see. Chelsea had better give their best for the title.
if you meant about carabao title then i said yes but if it was about epl title then i say a big no. Chelsea was very consistent in going up and down. The club is performing so badly in the match against the defensive club. There many unsolved problems in chelsea and pochettino was running out of power to solve it. Even pochettino was always repeating the same mistake again and again. i can't even count how many times chelsea was bottling its performance. Chelsea was almost losing against luton town last weeks and how can chelsea play better? I would expect Liverpool to be as determined as Chelsea to win this title honestly. im doubting chelsea to get carabao cup coz chelsa is sometimes still performing so poorly.
pochettino was also very often in placing players not in their actual positions. im seeing this is as a long term problem needs to be solved by chelsea. The current coach is bot reliable enough to handle club. Some fans were also feeling upset with him too. im feeling that if chelsea will not able to play better than this time.
