Chelsea still have a chance to win a title this season despite having a really bad form meanwhile. I mean the EFL Cup title by the way. Because they have reached the semi finals and they will probably won't have big issues against Middlesbrough as well. However the main threat there will be Liverpool as they would also eliminate Fulham to reach the final stage. 
I would expect Liverpool to be as determined as Chelsea to win this title honestly. Because Klopp is also trying to make a big progress after an inadequate level of performance in the last season. But let's see. Chelsea had better give their best for the title.
Like you already stated the likes of Liverpool are already there and it will very hard for the likes of Chelsea to actually defeat Liverpool most especially if the two had the final show down. I think that middlesbrough is also a very big challenge for this inconsistent Chelsea team but the fact is that there is hope anyways since there are not yet out of the competition. With the things have turn out for this Chelsea team, the EPL league cup would be a nice compensation for the poor performance and possibly poor finish to the premier league season this year.I would expect Liverpool to be as determined as Chelsea to win this title honestly.
