Wayne Rooney without doubt had a very career as a player, but that's absolutely been the opposite with his managerial career and I think it's be better for him not to continue with the profession as he's failed in almost all the previous attempts.
Failing is more like a lesson learnt and when you're bouncing back, you're becoming more open and graded in good position of succeeding. Making attempts and failing would discouraged one from taking more steps, instead he settle for lesser results. Wayne Rooney have been pursuing the race to be a competent manager for years since retiring as a player but he's not lucky enough to hold on any solid ground. Wayne Rooney have enjoyed his moment as a player but he can't suit into the race of managerial role because he doesn't have what it takes to become like other competent manager.
In my opinion he just doesn't have enough knowledge as a coach because even though he has good statistics as a player it is different when he has to handle all the players with a mature strategy whereas Wayne Rooney only has a mediocre strategy which even seem bad, a professional coach must be equipped with sufficient knowledge and experience in order to be a successful coach, there are also players who are statistically not good but when they serve as coaches they can achieve good results like Mourinho and Jurgen Kloop, both coaches have many titles as coaches but when previously as a player his career was not that good.
