If the fee rate is that low, most nodes have already dropped the transaction from their mempool and they will reject it if someone rebroadcast the transaction and they receive it again.

As already said in my previous post, if the fee rate is too low, OP can import the wallet into electrum, connect to a server that doesn't have the transaction in its mempool and broadcast a new transaction.
