This year uefa champions league round of 16 is not tough, the only tough matches in the round of 16 are Barcelona vs Napoli and Atletico Madrid vs Inter Milan. I see Borussia Dortmund winning against PSV because Dortmund is more experienced than PSV in the uefa champions League, and Borussia Dortmund topped the group where clubs like PSG and AC Milan are.
Yes the round of sixteen this year doesn't really look tough and you surely cannot blame it on the organizers of the UCL because they are not the reason it did played out this way it's exactly the teams who were able to qualify pass the group stage that did got the chance to participate in the round of sixteen.
Borussia Dortmund has really proven to be a tough team at the group stage where they did showed so much resilience enough to get to top their group and qualifying at the first position but then PSV's total performance so far I'm the UCL ha sbeen such that can't be undermined because they were able to finish second against bigger teams they did have in their group, I'm seeing a possible draw but like you said just maybe Dortmund may use their experience to getting the better part of this game.
