I think before a player registers and makes deposits,  it's very important to make sure to have read and understand the terms and conditions of the casino,  and also to know how the casino operates, along the line, it has to be a clear understanding of the risk you stand to face before you open accounts on that casino,  so if there be any issue with the account,  first check to make sure everything is clear from your own end before calling out the casino themselves.
Unfortunately, this is indeed a very big problem, especially for the casinos themselves, because they are then confronted with scam accusations, even though the user has clearly violated the respective terms and conditions. This primarily applies to those countries that are explicitly excluded from registration at the respective casino (in some cases, these are also large countries such as the USA).
If the user does not read the terms and conditions in advance and registers from such a country, the account will sooner or later be (justifiably!) banned. However, the checks on the account origin are often only carried out in the case of (larger) withdrawals, which means that it is then said "Casino XYZ scammed me and won't pay out my BTC!!!".

I don't know whether this is also the case here, but I find it very difficult to imagine that orders are canceled due to the country of origin, but the account is allowed to exist. I think there is something else behind this.
