Actually, I am from of those countries where people do not care about laws regarding noise pollution at all. It is common here for people to blast their car speakers at dusk with whatever music they like the most.
It can be very annoying for anyone who just wishes to sleep and rest before going to work.
In my personal point of view, the best way to handle with this issue is simply enforcing the law which treats the problem. It would be necessary to give police officers handheld Equipments for them to measure decibels when the are called to a certain place with complaints about loud noise. If the noise was indeed out of the legal limit then it would be just about issuing a fine against the infractor.

Since I am sure my government is not willing to do any investment on this matter, I know we will have to continue to deal with this kind of pollution forma very long time.

The most effective method I've found to reducing noise pollution is brining her some flowers, or candy.  An occasional glass of wine might be necessary.
