I don’t think that the likelihood of such a final is high - firstly, the teams can meet at earlier stages of the tournament, and secondly, they are not favorites. Take a look at the bookmakers' odds on who will reach the final:

Manchester City 1.96

Fc Bayern Munich 2.58

Real Madrid 3.19

Arsenal 3.68

Now the quotes are a little distorted because City have the easiest opponent of all possible and we can say that City are already in the quarter finals, but in any case they are the favorites of the tournament and in order for us to see the final without them, someone has to knock them out. I would like to believe that someone will succeed.
It is surprising that Arsenal is in fourth place and it seems that the bookies are quite hopeful that Arsenal can reach the final round. I think that compared to Arsenal, the fourth place is more worthy of being occupied by Inter because we know that Inter was able to prove it last season by being in the final, but maybe the bookies saw something else in Arsenal that made them be in that candidate.

For other candidates such as Manchester City, Real Madrid and Bayern Munich, I don't have a problem because these three teams really deserve the highest place, especially with the consistency they display every season, so that is the right assessment. I agree with you that I put Inter Milan in a better place than Arsenal, I don't mean to underestimate Arsenal, but with their recent performance, Inter Milan is more promising than Arsenal. However, that doesn't have to be a problem, because maybe the bookies have other views so they place the clubs that we see today.
More than that, I actually agree with the opportunities given, as a club that holds the status of defending champion, they deserve to have a great opportunity to be in the final. But that doesn't mean they will be able to do it well, the possibility that they will slip up is still open.

That's exactly right because there isn't the slightest problem when the team that has won the Champions League title the most times is the favorite as a candidate and Arsenal is quite far away when compared to a team that is always consistent every season. I don't think Arsenal is capable of doing that and maybe their performance needs to be improved if they intend to go there.
