Previously, Everton had received a 10 point deduction and fell into the relegation zone, but slowly they were able to get up and get out of the relegation zone like they are now, so If the FA does the same thing for the second time, I'm not sure if Everton can get back up, now Everton has been accused of violating financial rules regarding the club loss threshold, despite the club now an appeal has been submitted but it seems very difficult to fight against the federation, so I think is very likely that the charges will make Everton relegated, apart from Everton, it turns out that Nottingham Forest also suffers the same fate as Everton, namely being threatened getting points deductions
Deducting points for the second time will only make Everton play in the championship next season, that is certain because not only will it be difficult to catch up to get out of the relegation zone but it will also be difficult to lift the mentality of their players, and it would be a shame if in the end they will face that.
Everton is sometimes a team that can threaten strong teams who are competing for the championship title, and if Nottingham Forest also faces sanctions it will really destroy their struggle to survive in the English Premier League after last season's success in climbing from the championship division.

I know Arsenal and Aston Villa are up there but somehow I think in the near future both clubs will be out of the top 4 so who is more worthy to be there, Tottenham or West Ham?

Seeing Aston Villa unable to maintain their position in the top four is very possible because their current position is quite helped by Tottenham experiencing a decline due to their players being injured, but I think Arsenal will stay in the top four and if they fail Arteta's position may be threatened, and Tottenham to be in the top four is very possible but West Ham doesn't seem like it, they can sometimes appear surprising but also disappointing afterwards.
