Sadly I agree, they have a stronger squad than Liverpool. First XI’s are similar in quality but Man City have more depth.

Yes, maybe that's what all Premier League teams hope for Manchester City. If not, it will be very difficult for all existing teams to stop their dominance. I'm not sure Manchester City can really be punished even if they get 115 charges, they will definitely defend themselves as best they can to avoid getting punished.
In Premier League you never know what is going to happen in coming days with on field and off the field all is surely no predictable currently many are looking for the punishment of Manchester City in coming season as we have for the Everton but is this possible or things will be gone on same way without any trouble because huge amount of money is involved, and they know how to fix things with their own sources.
Manchester City club's opponents are surely wanted to have things like these but for me most chances we will have nothing like this because they have deep sources which are helping them in the past, and they will be also helpful for them in coming days as well, or even we can have some soft punishment for them which will give no problem for them like fine with money is also possible but for this all we have to wait very long because it is long passage without any destination.
