Now fake accounts, multiple accounts may not be easy to find, I don't know why you decided to target those 2 users.

Dev told from the beginning there were lots of cheater which clearly means he won't see everyone cheating either (some are smarter, other just lucky).
He was the one to do a distribution that one there are imperfection, other like ITC and other and more time to think to a better way to distribute the coin.
The distribution is done, now nothing else can be done.
case closed, move on.

If these fake accounts cheat the dev successfully in the first round, how can they succeed again for 2nd round?
You know, the dev checked everyone's profile and posts. How can the dev be cheated if there is even not such a BTT account.

Maybe, there are just wrong typing. I can understand. Maybe the dev typed the wrong names so we can't find the "wrongly typed" BTT account.
I will say, there is the possibility. I also hope so.
However, I'm sad there are not only these two accounts. There are a lot of "stakeholders" who won two rounds distributions don't fulfill the rules by the dev. While in the meanwhile, a lot of active and fully qualified members are BLACKLISTED and REJECTED!
