how do you know that those belongs to the dev? there were many cheaters in the first round, it's very likely that someone holds many millions and it is not even the dev...
I also don't hope so. Think about it: how can these cheaters succeed in both the first AND second rounds? The dev is a fool? Be played twice?

Since you have (apparently) the time, can you check for their posts on the other forums (those where they gives their COM address and see how much they get). We know that because of the distribution procedure some cheater applied buy just picking names in Bitcointalk, so could be early cheater too who got lucky
actually with all the vote which were needed to get to mintpal, I have no doubt there is a lot of real member behind the coin.
gpuc who has/had a large active community (with as much trolling than here) has never been able to do so and many others failed.
