As we can see in the picture, it appears to be just an edited version, casting doubt on whether there was a genuine winner or if corrupt officials inside are attempting to claim the victory using that picture as evidence.

It's an edited image 100%. I just wondered why PCSO would do such a thing if they can just take simply take a pic of the real winner.
I don't doubt the legitimacy of the PCSO lottery but hyping the jackpot intentionally is a clear cheating.
