This is obviously edited photo as winner probably wanted to stay hidden. I personally understand it well, its not possible to win and be recognized in my opinion. People around you would directly start asking for money. I suppose its best to stay hidden. Also I don't think its a proof to corruption. Officers working for lottery wouldn't want to be involved in such situations because huge money is involved with lottery. Risky for their lives.
Not posting the picture is better than editing photos that would only make the agency suspicious. Philippines is tagged as one of the most corrupt countries in the world, so people would easily thought that there's something wrong with this, and that people inside have pocketed millions of winning already. I think this was already called in the senate, and investigation is happening now. Hopefully they'll dig deeper, like a lifestyle check of the employees especially the officers of the agency so they will be caught if they are doing something illegal.
They do think that it might be resolved out that kind of suspicions to those bettors but rather it did make things even more worst. Its better that they shouldnt have made out such exposure
or decision on letting the public do see that image. They would really be getting bashed and would really be having those tons of questions if this is some sort of joke or not.
They did really destroy out their credibility and just like on what most people been saying that there would really be some trust issues on the time that they would really be
making those bets into those lotteries on which there's no such thing about fairness and transparency on which we know that this is something crucial on this one.
