With a busy schedule and each team requiring player rotation, it means the competition is even more interesting to watch. Manchester City has a tier 2 squad that is equal in terms of play so Pep Guardiola can still overcome the busy schedule by adjusting the level of competition  between the UCL and the Premier League. the reason is that these 2 competitions are the most prioritized targets for Manchester City while Liverpool because this season is not in the UCL, might be able to take advantage of the situation a little besides having to continue hunting in the Europa League where their opponents are not comparable to  Manchester City's opponents in the UCL. For Arsenal itself, in my opinion they won't have much hope in the UCL, so Arteta wants to conquer the Premier League first at least to improve last season slipping performance.
I would also prefer if Arteta focused more on his achievements in the Premier League which failed last season. And Arteta must try to make a better strategy and make Arsenal successful this season.
Regarding the second tier of players that Man City has, it is different from the second tier of players that other teams have. For example, now that Haaland is still absent, we can see that Man City's attack line is still functioning well. This is because Pep does have a supply of second tier players who are very reliable. And that's why Man City has always been successful in the last few seasons in the Premier League and even in the UCL last season. Because they can overcome injury problems by replacing injured core players with second-line players whose quality is not much different.

Liverpool both have a busy schedule. It's just that the competition in the European League and UCL is clearly at a different level. So Liverpool might indeed be more comfortable in maintaining their quality in the Premier League. different from Man City and Arsenal who also have to fight in the UCL.
