They are unloaded, though it appears possible to buy them loaded (50 RMB for an unloaded single, 250 RMB for an unloaded gift box of the five pictured, 750 RMB for a loaded gift box with 100 RMB on each card). The cards link to the e-CNY app on iOS and I assume Android. You tap via NFC to connect it to the app and then you need to load it from a Chinese bank account.
